2    Entry is open to all members of Ashtead Chess Club.

3    The Tournament Secretary shall list all competitors in the Club tournament in descending order of playing strength, and shall then divide the total list into two equal groups, except that if the total number of competitors is an odd number the group with the stronger players (the "higher group") shall contain one more competitor than the other (the "lower group"). Any Club member who joins the competition after the groupings have been displayed on the Club notice board shall be added to or inserted in one of the groups according to the Tournament Secretary’s assessment of his playing strength.

4    In the Club tournament:

   (a) Subject to rule 5(c), a competitor’s final unhandicapped score shall be the average score of all his games played in the competition, scoring 1 for a win, ½ for a draw and 0 for a loss.

   (b) A competitor’s final handicapped score shall be the average score of all his games played in the competition, scoring 1 for a win, ½ for a draw and 0 for a loss, and in addition when playing a stronger player 1 (win) or ½ (draw) multiplied by the difference in positions, where positions means the positions of the competitors as they appear on the chart, numbered sequentially.

5    To be eligible to win any of the Cups in the Club tournament, a competitor must complete a minimum of eight games.

   (b) For the Brian Harley and Best Junior Cups and the Frank Start Trophy, a competitor in the higher group must play at least half of his games against other competitors in the higher group, and a competitor in the lower group must play at least three games against competitors in the higher group.

   (c) If a competitor in the higher group, who has won one or more games against competitor(s) in the lower group, is ineligible for the Brian Harley or Best Junior Cups only by virtue of paragraph (b) above, but would be so eligible had some or all of those games not been played, then, notwithstanding paragraph (b) above, he shall be so eligible, but in determining his final unhandicapped score under rule 4(a) there shall be taken into account only so many of those games as would not have made him ineligible under paragraph (b) above in the first instance.

6    The Club tournament shall begin at the conclusion of the Annual General Meeting and shall finish at the end of the Club meeting immediately prior to the following Annual General Meeting.

6A   The Summer Handicap Rapidplay tournament shall begin at the meeting following the Annual General Meeting and shall finish at the end of the last Club meeting in July in that year.

7    A competitor in the Club tournament may challenge any other competitor present at the Club or by prior arrangement, whereupon the match should be arranged within the next 15 days. If the competitor challenged fails to play such game, the Tournament Secretary may require the match to be played on a date and at a time nominated by him after consultation with both parties, when the clock shall be started whether or not both players be present.

8    Club tournament and Summer Handicap Rapidplay tournament matches may be played during Club evenings or at other times in other places by agreement between the players.

9    Club tournament matches will be timed and recorded. The time limit will be 35 moves in 1¼ hours and 28 moves per hour thereafter. Games may be adjourned with a sealed move. Players shall toss to decide who plays with the white pieces.

9A   In the Summer Handicap Rapidplay tournament, each player will have 30 minutes in which to play all moves, but 5 minutes will be deducted from the higher graded player for each complete 10 points by which the higher grade exceeds the lower, subject to a maximum deduction of 25 minutes. The grades used for this purpose shall be those in the ECF Rapidplay list published in November before the start of the competition, but if a competitor is not listed or has an "E" category grade, the grade used shall be that in the standard play ECF list published the previous August. Failing this, the Tournament Secretary shall provide an estimated grade for any competitor where necessary. Players shall toss to decide who plays with the white pieces.

10   The Tournament Secretary may require a competitor in the Club tournament to play one or more specified opponent(s) and will in fact do so if necessary to try to obtain a clear winner for each section of the competition. He shall nominate a time and date after consultation with both parties, when the clock shall be started whether or not both players be present.

11   The Tournament Secretary shall rule on all disputes concerning the Club tournament and the Summer Handicap Rapidplay tournament, and his decision shall be final and binding.

(The above is as amended on 9 June 1998 at the Annual General Meeting.)
